The investor, together with the local government department and the cableway contractor, will jointly select the site to determine the track route.

The ropeway contractor of the investment direction shall provide a topographic map and a strip topographic map including the complete picture of the ropeway route. The width of the strip topographic map shall be 25 meters on both sides of the determined route center line, and the ratio shall be 1:1000 or 1:2000.

The ropeway contractor shall carry out the preliminary design of the overall plan of the ropeway according to the topographic map, and at the same time make the estimate of the ropeway construction, and submit the preliminary quotation and feasibility report to the investor.

The investor goes to the local government department to handle the procedures of project approval, construction land, forestry approval, environmental assessment and construction start.

The investor and the ropeway contractor sign a ropeway construction contract to clarify the responsibilities and obligations of both parties.

The professional engineering surveying and mapping unit carries out accurate line measurement according to the preliminary overall plan proposed by the ropeway contractor, and draws a cross-sectional map (scale 1:1000) and a local topographic map of the upper and lower stations (scale 1:200). In the area where the terrain vertical to the center line of the cableway changes greatly (support may be erected) within the line passing range, the line section diagram shall be measured according to actual needs, and the ratio shall be 1:200.

The construction unit of the ropeway carries out the overall design of the ropeway route according to the accurate measurement data.

The engineering surveying and mapping unit shall, according to the overall design results, carry out on-site placement and introduction of equipment and supports at the upper and lower stations, and the geological exploration unit shall carry out geological exploration and other work, and submit the introduction point map and geological exploration report.

The construction unit of the ropeway perfects the overall design, carries out the basic design, puts forward the requirements of the station building and civil construction, and sends the final design document to the National Passenger Overhead Ropway Safety Supervision and Inspection Center for review. After passing the examination, three links and one leveling, land construction and equipment manufacturing will be carried out.

After the three-way and one-leveling and civil construction are completed, the equipment is manufactured, and the installation conditions are available on site, the investor shall cooperate with the installation unit to handle the installation notification procedures with the local provincial safety supervision agency.

After receiving the advice from the safety supervision agency, the equipment shall be installed and debugged by the installation unit.

After installation and commissioning, the ropeway investor, contractor, installer and supervision unit (if any) shall jointly carry out load test and equipment self-inspection.

After passing the self-inspection, prepare the inspection declaration data:

Signed and sealed by the four parties, the self-inspection report, various rules and regulations, product qualification certificate, operation and maintenance instructions, construction drawings and as-built drawings, design changes (or no design change certificate), technical visa, civil construction records, test block reports and results and other as-built data, survey geological survey data, after the ropeway trial operation time reaches 120 hours, the investor sends a letter inviting the national passenger overhead ropeway safety supervision and inspection center and inspection and provincial safety supervision agencies to come for acceptance, after acceptance, the retrieval center will issue an operating certificate.
